The competition process will unfold in two distinct stages. Following this review, three teams will be shortlisted to develop and present formal design proposals. These shortlisted teams will each receive an award of $50,000 for their efforts.

Malcolm Reading Consultants (MRC), a globally recognized design competition consultancy with a history of managing over 200 competitions worldwide, will serve as the Competition Directors. Complementing MRC’s role, Portland-based social impact consultant Interplay will lead the crucial community engagement strategy, ensuring that the redevelopment process is informed by the needs and aspirations of the local community.

Malcolm Reading of MRC expressed enthusiasm for the challenge, noting, “What a fascinating design challenge for ambitious and talented teams led by architects and landscape architects. The site at the epicenter of the city brims with civic and cultural promise—it’s poised for change.”

Park History and Context

The creation of Governor Tom McCall Waterfront Park was made possible by the removal of Harbor Drive, a major highway, freeing up significant space along the west bank of the Willamette River. The park stretches north, bordered by the Steel Bridge, and is notably segmented by the four bridges that traverse or abut its area. It has historically been the venue for major public events, including Portland Pride and the Waterfront Blues Festival.

The last comprehensive update initiative for the park was a master plan proposed in 2003. This new competition signifies a renewed focus on the park’s evolution. PP&R estimates that renovating just one key area, “the Bowl”—a large lawn and informal gathering space—will require an investment of $40 million, underscoring the scale of the undertaking.
