Gensler Unveils Masterplan for Revitalized Robert F. Kennedy Campus in Washington D.C.

A mixed-use development featuring housing, public spaces, and a new stadium is planned for the 180-acre site on the Anacostia River.

The District of Columbia Office of Planning, in collaboration with Mayor Muriel Bowser’s office, has officially released the masterplan for the Robert F. Kennedy (RFK) Campus. The ambitious project, designed by Gensler and Perkins Eastman, envisions a comprehensive mixed-use development on the 180-acre site along the Anacostia River, formerly home to the RFK Memorial Stadium.

New Stadium and Mixed-Use Development

At the heart of the masterplan is a new Washington Commanders stadium, designed by HKS, with landscaping by OJB. The plan outlines a vibrant new neighborhood with buildings clad in brick and glass, featuring active sidewalks and pedestrian and cycling paths leading to the waterfront. Gensler was awarded a $750,000 contract by the District of Columbia to develop the masterplan for the city-owned land adjacent to the stadium. Perkins Eastman was previously engaged by the Washington Commanders in 2023 to plan the portions of the site under the team’s control.

Housing and Public Spaces

A significant component of the masterplan is the incorporation of substantial new housing. The development is slated to include between 5,500 and 6,500 new housing units, with a commitment that 30 percent of these will be designated as affordable housing. This initiative aligns with the District’s broader goals for increasing housing availability and affordability.

In addition to housing, the masterplan dedicates 30 percent of the site to public space and greenery, emphasizing the creation of accessible and welcoming environments for residents and visitors. Plans also include community-serving retail, neighborhood-focused services, and entertainment venues to foster a dynamic urban experience.

Campus Organization and Design Guidelines

The masterplan divides the 180-acre campus into six distinct zones: the stadium, plaza, riverfront, and recreation districts, along with Kingman and Anacostia Commons. Anacostia Commons will be situated along the riverbank, establishing a 200-foot building-free buffer zone as a natural riparian area. This buffer is a legal requirement tied to the District’s 99-year lease of the site from the federal government.

The entertainment district will be anchored by the new stadium, featuring a spacious entry plaza and concession areas. The plaza district is designed to be transit-oriented, accommodating events like tailgating and pop-up markets. The recreation district is planned to include athletic fields and community open spaces, while Kingman Commons will host a new SportsPlex and additional outdoor recreational facilities.

Transportation and Connectivity

Emphasis is placed on multimodal access throughout the campus. Arterial roads and traffic patterns will prioritize pedestrian safety and allocate space for bicycles and other transit options. The primary corridor, 22nd Street, will function as the campus’s spine, supporting a dedicated bus lane, two car lanes, and a cycling path. Its sidewalks will be lined with amenities such as restaurants and seating areas. Secondary streets will be four lanes wide.

Addressing Historical Inequities

In accordance with the 2021 District Comprehensive Plan, the masterplan aims to address historical spatial planning injustices that have marginalized Black communities surrounding the campus. The Office of Planning stated that the plan seeks to rectify these inequities through strategic investments in public space, housing opportunities, and economic benefits for the communities most impacted by racial disparities. Planners utilized disaggregated data to analyze neighborhood conditions and assess racial inequities related to housing access, transportation, food security, and socio-economic factors like education and employment.

Community Engagement and Next Steps

The release of the masterplan initiates a public comment period, which will remain open until August 14. Following this period, the final masterplan will be presented to the National Capital Planning Commission in September 2026 for review and approval. The extensive community input process involved 33 events, engaging nearly 1,800 participants.
